In West Africa, more than 2,200 people have contracted Ebola since March, and 1,200 of them have died from the virus. Liberia has suffered the most deaths to date, with teams of undertakers wearing protective clothing now collecting victims from all over the capital of Monrovia. Poor sanitation, close living quarters, and a lack of education have contributed to the spread of the virus. Among some, a belief has grown that the epidemic is a fraud, and that people are dying from other causes, leading to confrontations between citizens and health workers. Burial teams have been turned away while trying to retrieve bodies from neighborhoods, and isolation wards have been vandalized or overrun by mobs believing the Ebola virus is a hoax. 육상과 해상으로 이어지는 중국의 新실크로드 전략

[중국 新실크로드 전략… 베이징 안용현 특파원]

- 철도·도로 깔아 과거 비단길 영광 재현
중앙아시아 넘어 동·서유럽까지 연결
낙후된 中 서부 대개발로 내수 활성화… 석유·천연가스 등 자원도 챙길 계획

- 바닷길 복원해 아세안 10國과 교역 확대
미얀마·스리랑카·파키스탄 항구에 투자, 동남아 무역 확대, 석유 운송로 장악 나서

중국 공산당 기관지 인민일보(人民日報)는 지난 12일 한 개 면을 통틀어 "시진핑 동지가 제안한 새로운 경제 전략인 '일대일로(一帶一路) 구상'을 학습하고 관철하자"고 보도했다. 일대일로에서 '일대(一帶)'는 중앙아시아와 유럽을 연결하는 '육상 실크로드'를, '일로(一路)'는 동남아시아와 유럽·아프리카로 이어지는 '해상 실크로드'를 의미한다. 시진핑(習近平) 국가주석이 작년 9~10월 중앙아시아와 동남아시아를 순방하면서 처음 제시한 구상이다.

최근 중국 관영 매체와 경제부처는 시 주석의 '신(新)실크로드 전략(일대일로 구상)'을 홍보하고 추진하는 데 전력투구하는 모양새다. 각종 세미나와 토론회가 중국 전역에서 열리고 있다. 베이징의 경제 소식통은 "신실크로드 전략은 시진핑 지도부가 향후 10년간 추진할 초대형 프로젝트"라며 "대외 진출과 내부 개발을 결합한 개념"이라고 말했다. 경제 전문 보도 매체인 중국경제망은 "육·해상 실크로드가 완성되면 26개 국가·지역의 인구 44억명(세계 인구 63%)을 묶을 수 있고, 경제 규모는 21조달러(세계경제 29%)에 이를 것"이라고 말했다. 중국이 추진 중인 '아시아인프라투자은행(AIIB)' 설립도 육·해상 실크로드 구축에 필요한 자금을 지원하기 위한 것이란 관측이 많다.

◇육상 실크로드로 중서부 개발과 중앙아시아 자원 확보
중국은 2100년 전 실크로드를 열어 비단과 향신료 등의 거래를 통해 막대한 부를 쌓았다. 실크로드 주변 국가와 유대도 강화했다. 중국은 낙타가 다녔던 길에 철도와 도로를 깔아 과거의 영광을 재현하려고 한다. 육상 실크로드의 1차 목표는 중앙아시아의 자원을 확보하는 데 있다. 구소련 연방국이던 카자흐스탄·투르크메니스탄·우즈베키스탄 등은 석유와 천연가스가 풍부하다. 중국은 2009년 건설한 총연장 3000㎞의 중국~카자흐스탄 송유관을 통해 연간 3000만~4000만t의 원유를 도입한다. 중국 석유천연가스집단(CNPC)은 작년 9월 카자흐스탄의 유전 지분 8.3%를 50억달러에 매입했다. 중국은 카자흐스탄의 석유와 천연가스에만 260억달러 상당의 투자를 약속했다. 투르크메니스탄과는 2020년까지 천연가스 거래량을 연간 650억㎥까지 늘릴 계획이다. 이런 에너지 협력 덕분에 중국과 중앙아시아 5개국 간의 교역량은 1992년 4억6000만달러에서 2012년 460억달러로 100배쯤 늘었다.

육상 실크로드의 꿈은 중앙아시아를 넘어 동유럽과 서유럽으로 이어진다. 핵심은 철도 연결이다. 광둥성에서 발행되는 주간지 남방주말(南方周末)은 "현재 중국은 런던에서 출발해 파리~베를린~바르샤바~모스크바~만저우리(滿洲里·내몽고)를 잇는 고속철도 건설을 구상하고 있다"고 전했다. 허난성 정저우(鄭州)를 출발해 신장위구르자치구의 아라산커우와 카자흐스탄~러시아~폴란드~독일 함부르크에 도착하는 화물 열차는 작년 7월부터 운행에 들어갔다. 정저우~함부르크의 철도 운임은 항공기의 20% 수준이고, 운송 시간은 화물선의 절반 수준이라고 한다.

육상 실크로드는 중국의 서부 대개발과도 궤를 같이한다. 중국은 이달 초 낙후한 서북부 5개 성(省)을 '신실크로드 핵심 지역'으로 선정했다. 산시(陝西)성과 닝샤 회족자치구, 간쑤성, 칭하이성, 신장위구르자치구 등을 실크로드 경제 벨트로 연결한다는 계획이다. 중국의 인프라 기업이 육상 실크로드 구축을 위한 철도·도로 공사를 주도하면 내수(內需)가 활성화할 뿐 아니라 이 기업들의 해외 진출도 자연스럽게 이뤄질 전망이다. 그러나 육상 실크로드 구상은 구소련 국가를 경제적으로 묶으려는 러시아의 전략과 충돌할 가능성이 있다. '중국의 화약고'인 신장 지역에서 빈발하는 분리·독립 세력의 테러도 육상 실크로드 구상을 위협할 수 있다.

◇해상 실크로드로 동남아 무역·석유 운송로 장악
중국은 600년 전 명나라 정화의 남해 대원정을 정점으로 남중국해~인도양~아프리카에 이르는 바닷길을 운영했다. 그러나 북방 유목민과 왜구(倭寇)의 침입에 대처하기 위해 무역상이 바다로 나가는 것을 막는 '해금(海禁) 정책'을 실시한 이후 제해권은 날로 쪼그라들었다. 시진핑 주석은 작년 10월 인도네시아에서 "21세기 새로운 해상 실크로드 건설"을 제안하며 바닷길 복원에 나섰다. 해상 실크로드는 중국과 아세안 10개국의 교역을 확대하는 것이 일차 목표다. 중국과 아세안의 교역액은 지난해 4500억달러에 육박했다. 3000만명이 넘는 동남아 거주 화교(華僑)의 안전 보호를 위해서도 제해권을 강화할 필요가 있다. 특히 동남아 무역 항로인 말라카 해협은 중국이 수입하는 원유의 80%가 지나간다.

'아시아 복귀' 전략을 내건 미국은 중국과 동남아의 영유권 분쟁 지역인 남중국해에 군사적 영향력을 키우고 있다. 동남아 국가들을 미국 경제권으로 끌어들이기 위한 환태평양경제동반자협정(TPP)도 계속 추진 중이다. 산업연구원 이문형 베이징 지원장은 "중국의 신실크로드 전략은 미국의 대중(對中) 포위망을 벗어나려는 의도가 깔린 것"이라고 말했다. 현재 중국은 해상 실크로드 거점을 마련하기 위해 미얀마의 스트웨항, 스리랑카의 함반토타항, 파키스탄의 과다르항, 탄자니아의 바가모요항 등에 돈과 기술을 투입했다. 지난 6월 리커창 총리는 그리스를 방문해 46억달러 규모의 무역·투자 협정을 체결하고 피레우스항의 운영권을 확보했다. 지중해를 통해 유럽으로 가는 거점까지 개척한 것이다.
