한반도~유라시아 鐵道 '실크로드 익스프레스' 첫 관문 넘다

코레일, 국제철도協 '제휴회원' 가입… 내달 평양회의 초청 받아
만장일치制 정회원은 北 반대… 의장 "한국위해 제도 변경 논의"

남북 분단으로 유라시아 대륙과 섬(島)처럼 외떨어졌던 우리나라 철길이 대륙 철도와 하나로 이어지는 첫 단추가 끼워졌다.

한국철도공사(코레일)는 21일(현지 시각) 폴란드 바르샤바에서 유라시아 대륙 철도 관련 국제기구인 국제철도협력기구(OSJD)에 '제휴 회원' 자격으로 가입했다고 23일 밝혔다. 부산을 출발해 유럽까지 철도를 연결하기 위해서는 유라시아 대륙 철도의 각종 규약을 정하고 회원국 간 협약을 관장하는 OSJD 가입이 필수다. 코레일이 이번에 OSJD 회원으로 가입하면서 박근혜 대통령의 '유라시아 이니셔티브(Eurasia Initiative)' 구상의 핵심인 '실크로드 익스프레스(SRX·남북한에서 유럽까지 이어지는 철도)' 실현이 한 발짝 가까워졌다. 박 대통령은 작년 10월 '유라시아 이니셔티브'를 통해 유라시아 국가 간 경제 협력을 강화하고, 북한의 개방을 유도해 한반도 통일의 기반을 다지자는 구상을 발표한 바 있다.

◇'실크로드 익스프레스' 첫 성과

우리 정부는 2000년대부터 OSJD 가입을 추진했지만 정회원국인 북한의 반대로 번번이 무산됐다. 정부가 정회원으로 가입하려면 정회원 27개국이 만장일치로 찬성해야 하는데, 북한은 "정치적 상황 때문에 시기상조"라고 주장하며 2004년에도 반대표를 던졌다. 이에 정부는 가입 조건이 '재적 3분의 2 이상 찬성'으로 덜 까다로운 제휴 회원에 코레일을 우선 가입시킨 뒤 정부의 정회원 가입을 추진하는 쪽으로 방향을 틀었다.

우리나라가 OSJD 회원이 되려고 애쓰는 이유는 유라시아 대륙 철도가 여러 국가를 관통하기 때문이다. 이 기구의 회원이 되지 못하면 철도가 지나는 국가들과 일일이 협정을 체결해야 하고 대륙 철도 운영에 우리 의견을 반영하기도 어렵다.

최연혜 사장은 이날 OSJD 측에 "한국 정부의 정회원 가입을 적극 도와달라"고 요청했고, 시오즈다 OSJD 의장은 "최 사장의 생각을 도울 것이며, 필요하면 정회원의 가입 정족수를 (현행 만장일치에서) 3분의 2로 낮추는 방안도 논의하겠다"고 밝혔다. 국토교통부는 조만간 OSJD에 정회원 가입 신청서를 낼 예정이다.

◇"한국의 기술이 이렇게 발전했나"

타데우시 시오즈다(Tadeusz Szozda) OSJD 의장은 코레일의 제휴 회원 가입식 자리에서 최연혜 사장에게 "4월 북한 평양에서 열리는 회의에 초청하겠다"고 깜짝 제안을 했다. OSJD는 매년 정회원국 철도 회사의 사장단 회의를 여는데, 다음 달 24일부터 5일간 북한 평양에서 열릴 예정인 사장단 회의에 코레일을 초청한 것이다. "조만간 초청 공문을 보내겠다"는 시오즈다 의장의 말에 최 사장은 "남북 철도와 유라시아 철도를 연결하는 데 긍정적인 계기가 될 것으로 보인다"며 "정부와 협의한 뒤 참석 여부를 결정하겠다"고 말했다.

OSJD 회원국 대표들은 한국의 철도 기술에도 큰 관심을 보였다. OSJD 화물 운송 분야 위원장인 카자흐스탄의 아스파예바 츠바이다 대표는 "코레일은 스마트폰이나 인터넷을 통한 예매율이 60%에 이르고, 와인 열차 등 다양한 관광 열차를 운영하는 등 우리가 배워야 할 것이 많다"며 "IT와 고속철도 등 다양한 분야에서 적극적으로 의견을 내달라"고 말했다.


☞국제철도협력기구(OSJD· Organization for the Coope ration of Railways)
러시아·중국·카자흐스탄·북한 등 동구권과 아시아 국가들의 국제 철도 기구다. 1956년 창설됐고 폴란드 바르샤바에 본부를 두고 있다. 정회원 27개국과 제휴회원 40개 철도 회사 등이 참여하고 있다. OSJD 회원국들은 시베리아횡단철도(TSR)와 중국횡단철도(TCR) 등 28만㎞ 노선에 200만대의 화물 열차를 운행하고 있다.

Yesterday was the vernal equinox, the first day of spring in the Northern Hemisphere, despite continued wintry conditions in a few places. As the sunlight becomes more prevalent, people, plants, and animals are beginning to emerge from their winter modes to step outside, bloom, and otherwise welcome the sunshine. The Sony World Photography Awards have announced the winners of their Open, Youth, and National Award competitions today. The winners were selected from over 70,000 entries submitted by photo enthusiasts and amateurs from across the world. Overall winners and the judging of the final categories are set to be announced on April 30. I've shared some of the winners and runners-up from this year below. All captions come from the photographers.

Winner, Youth, Environment Category: This photo was taken at Kawranbazar Slum, Dhaka; where people live along with two rail tracks on both of the sides and when there is no train, this rail tracks become their common space. I realized that this place has a lot of visual potential. One day, while returning home after a day long shoot (not having very interesting photos) suddenly I saw, one little girl feeding a kid standing just right in the middle of the two tracks. Winner, Nature and Wildlife, Open Competition: I came out of my car for a quick shot in the snow. The country lanes were slippery. I walked through the cold snow to get to the Pony. Winner, Spain, National Award: Young Mohammed Salam - in the foreground - travels regularly on iron ore hoppers through the Mauritanian Sahara, from the open-pit hematite mine center of Zouerat, to the commercial port of Nouadhibou. The journey is precarious and exhausting, but free transportation of goods provide him and his colleagues with a way to make a living. The so called "Sahara Express" was completed in 1963, three years after Mauritania's independence as a french colony, and it is considered one of the longest trains in the world. Winner, Netherlands, National Award: Unfortunately you don't have the winters anymore you used to have in the 17th century. In the beginning of 2013 I was lucky with a short time of winter. I had the idea to take a picture of an old Dutch landscape and was looking for a perfect location: which I found in Dwarsgracht, a small authentic village. Looking for the perfect light I'd been waiting for hours for the golden glow. I decided to find a high position, which I found in a tree for which I had to borrow a ladder from the locals to climb the tree. Third Place, Singapore, National Awards: Built in the 60s, Jalan Bukit Ho Swee houses some of the oldest Public Housing Blocks in Singapore. More than 80% of Singapore's entire population lives in public housing. industrial modernist cubes of monotony, punctuated by varied paraphernalia - potted plants, religious altars, chained bikes, racks of wet clothes marking and defining personal spaces; individual homes in a patterned whole, like intricate tilework. Culture is not maintained through mere inheritance, something left over from our forefathers which we struggle to keep relevant. Winner, Youth, Portraits: The photograph was taken during my journey to China in November 2013 with my best friend. The photograph was taken while we were on a night train. We stayed there for 24 hours, so I was in a confined space for a quite limited amount of time. I got up early in the morning to get out and to capture the atmosphere you could find amongst the travelers. And then I found that girl who attracted my attention from the very first moment I saw her. Somehow, she perfectly conveyed a sense of the atmosphere that was present amongst the many travelers on the train. Most of them were waiting eagerly to reach their individual destinations, many of them looking out of the window and watching the world pass by as the train sped through the country, completely captivated by the landscape flying by.
